What is the return policy at Amazon on AVRs? If I don't like the sound of one avr over another, can I send out back without issues?

Yes never had an issue with Amazon especially when sold/shipped by them. Easy as any other return there.

I am asking because the description says x1800h has preouts for front L/R, but photo doesn't show it nor does it show 2 hdmi outputs. Not sure if photo is wrong or description is wrong.

I believe you have to step up to the 3800 for pre-outs. Not that most people would need them.

That's not what I am talking about. The x1800h has preouts for the front L and R speakers.

The Denon AVR-X1800H - Refurbished was $411 and change (after applying the 25% off coupon) directly from Denon up until the past few days. Still a good price, but not the best recent price.

Not the best/most reliable source, but according to this guy, it does have pre-outs. There's a clear picture of the back of the unit which shows them.

Btw, most budget avrs do not have any preouts... stereo or full...they only have subwoofer preouts

That's still available from Denon right now, they ended the 25% sale and then brought it back fairly quickly after. I think New vs Refurbished makes the additional $15 worth it even though Denon does a good job on their refurbished models.
