These are expensive cameras and lenses, and you should have a minimum level of understanding of the basics of photography before dropping serious coin on them. They aren't magical "take perfect picture" machines -- though there are automatic modes, if you don't know what you're doing, you'll probably get worse results than from one's mobile phone.
I'm not trying to gatekeep them or exclude anyone from learning -- but it'd be a dang shame for someone to drop hundreds if not thousands of dollars, and be disappointed with the end results only because they didn't take the time to understand what they were buying.

In my experience, these are most likely returns. I bought four refurbished lenses from Canon in the past. One looked brand new. A couple had signs of light wear on the barrell if you looked. One had some splattered liquid on the front glass. I probably could have cleaned it off. I didn't try. I returned that one.
Nothing wrong with returns, of course. You'll have the same wear on them after a month of use anyway. Refurb does not impact resale value.

If you love your 70-200 2.8 and would only use the 100-400 at the 400mm focal length, maybe consider a 400mm prime. Primes take telconverters much better than zooms. It will be more difficult to shoot with since you can't zoom out to get what you want in frame, but it is a lot less weight. The cost difference might be there in normal times, but with sale on. . .

your average person is NOT a photographer and may not have much Creativity to use these cameras. i have seen this where a lady buys expensive cameras and a pile of lens and now she is a 'photographer'.
i asked her about simple settings she might use on the camera, and she had no clue. she put the camera on automatic and hoped for the best.
maybe most people are like this, hard to say. they could learn from a book or YouTube, but prolly not. too busy watching Crap on television, which should not even be in a home, but there they are. especially with kids, please get rid of those things and wifi, but i digress.
agree, cameras are not 'magic machines' LOL; if you don't want to learn stay away. like a piano, it can play beautiful music, but on average in most homes it never will.
there are Boat Loads of used DSLR cameras for 50 bucks, start with that and learn. if not, then don't bother, because i will be buying your expensive Wazoo camera in a few years very cheap, because you find out it is not a 'magic camera'. LOL
