If more than 80% of the seeds sink, the seeds are probably viable and ready to germinate in the right conditions. Viable seeds are denser than dead seeds because they contain something, while dead seeds are hollow and float because they lack the starch and carbohydrates needed for germination. If most of the seeds float, you can discard them.

Put at least 10 seeds in a row on a damp paper towel, fold the towel over, and put it in a sealed plastic bag in a warm place. After a few days, see if any of the seeds have sprouted. If less than 70% germinate, you might want to buy new seeds.
I buy 100% seed all the time from united seeds but this price has me intrigued for just some patching. I normally buy super turf II, which is a tttf like this
But in generally your statement is correct for the items sold for patching . Those are normally around 25% seed some fertilizer and mostly 50% ish for the "mulch"
