PETA will literally sneak into your yard, steal your dog, and murder it.

They claim it's because they take in animals regardless of condition, so they naturally end up with many that can't be saved, but their kill rate is 74% in this set of data, and it has often gone above 90%, while similar shelters see much lower rates (such as 14% in this example):
