If you're looking for just cards, there are cheaper options, type in pokemon tcg into the search bar and you'll find some at $3 per pack.
But they won't come with the binder. This set is also unique in that it has the original 151 pokemon in it so it's very sought after.
So for $25, it's expensive for just 4 packs, but with the inclusion of the binder and card holder sheets, it's not a terrible value.

There are times when this set will have restock and it's best to watch for the Booster Bundle that has 6 packs in them each, msrp is around $27. So don't go overpaying for them. Happy hunting!
If you end up wanting to finish the set, it's best to buy the cards individually from other sources like a local card store, expos, eBay, or other collectors.
The Snorlax Elite Trainer Box is apart of this set and msrp on those are $50, it has a small booklet guide with all the cards required and what to hunt for, it will be most helpful to get one of those boxes to get on the right track.
