How much will it cost to add hi-hat stand and kick drum pedal?

Anywhere from $150 to $1500. Really depends on your experience level and whether or not you want to spend a lot on better equipment. If you're a beginner, take a look at DW3000 series or Tama 300 series hardware and pedals. If you're more experienced, you'll likely know what you want at the DW5000/9000 or Tama 900 series level.

For sure will not be spending another 1500. I can only spending near $300 range on missing hi-hat stand and kick drum pedal. It's for my son whose been playing for 3 years w/ his old beginner alesis nitro.

Assuming single kick pedal, so check out Tama HP600D and HH315D.

Not sure if it's just a bust on the Adorama description, but I don't see any mention of it actually including the kick pad. It's not in the written description or the "what's in the box" section. I'd like to assume it's included, but I generally don't like to assume. And worth noting, Adorama's other listing for this kit, https://www.adorama.com/rotd17kvx2s.html, does mention the kick in the description (though is similarly missing it from the "in the box" section - so maybe that cuts both ways).

For my Ekit I use the basic Yamaha kick pedal ($70) and a gobraltar 5000 series hi hat stand ($85). As long as your son doesn't abuse his stuff they will last as long as the rest of the kit, probably longer.

It's a little frustrating for a beginner to understand what's included. Checking all the used ones in my area - kick pad seems to be included, but pedal is not. HiHat is definitely not. I hate that in the pictures, the hi hat and kick are clearly there, but they aren't listed. The product pics really should reflect the actual kit that you are buying, in my opinion.

I don't disagree with you but it's kind of defensible from the perspective of people who have played for a while (and the TD-17 is not really a beginner kit, although it would be good for a beginner). The kick drum is a drum, and hence included. The pedal is an accessory and is rarely included in drum sets (although it sometimes is in beginner packages).
