Is that a good deal? Depends in part on how much value you normally get from Amex points
Math:
To max the 40% with max of $40 you'd want to spend exactly $100
1428 points used at amazon knocks $9.97 off your bill.
So to get $100 in "stuff" you spend 1428 points and $50.03-- so your total "value" out of 1428 points is $49.97... or about 3.5 cents per point.
Which is pretty good if you normally use your Amex points for cash, hotels, or coach airfare.
It's at the very bottom-low end of ok if you normally use your Amex points for business or first class airfare via partner airlines.... I typically beat 3.5c a point for that purpose though (4-6 cents a point is more common) so probably not a deal worth doing in my case but might be for others.
Certainly much worse than the only-spend-1-point discounts.
FWIW you seem to have left out that you get $9.97 off the order for those 1428 points (Amazon redeems them at 0.7 cents a point)... so your net is $21.97 compared to using the points at your 2 cent value otherwise not $12.

"blue" isn't a type of amex card.
There's 5 different Amex cards with blue as part of the name though-- some are cash back cards (and this wouldn't ever be eligible for MR point deals like this)- blue cash preferred, blue business cash, and blue cash everyday.... another one earns DELTA points not Amex (Delta blue skymiles) so also would never be eligible for MR point deals like this... and only one with blue in the name- blue business plus- actually earns MR and only that one would ever be eligible for such MR point based deals.
Amex Everyday, and Blue Business Plus, are the two "best" cards for this deal in that they're the two that have no annual fee, but still earn MR and are eligible for these kinds of deals.
Of the two, BBP is the better one IMHO- because it earns 2x MR on all purchases regardless of category.... while Amex everyday only earns 2x on groceries (or 2.4x on grocery if you ALSO make 20 transactions a month which isn't usually worth bothering)-- plus as a business card it doesn't ding you against 5/24 like the personal everyday would.
