"Ppl notice HDR vs non-hdr. Lots of ppl can't tell 1080p vs 4k", thats pretty much a contradiction!
If you do a little research you would find that there are very few "4k" content that does not include some form of HDR.
I own over 150 4k titles & I just bought one of the few that doesn't include HDR, The Others.
I could take any of those titles(4K) and the BR(1080p) counterpart and play each on a BR/4K player on the same display and I willing to bet everyone would be able to tell the difference between "1080p vs 4k"!
Now on whether there are many variables in what you're actually viewing I completely agree, there are.
BUT that is a completely different topic than your statement!
If someone watched one of those 4k movies/shows without hdr and compared it to the 1080p version and they're watching on a typical sized 4k tv at a typical distance that most people watch tv, it's highly unlikely they'd see a difference. I'm not just making this up. People have done actual tests with people that proved the human eye can't tell 1080p resolution from 4k resolution until they get way closer to a tv than most anyone watches at in typical living conditions.

How people choose to stream hdr content is irrelevant. You're trying to change topic. This is about 4k resolution, not hdr quality.

Not surprised you didn't give us ONE of all those movies you scrolled through that was "4k with neither"! 🤔 🤷🏻 ♂️

You get the choice to determine whether you do & whether it's worth the difference, that's a good thing.
As you can see some people believe they don't see a difference and others believe they do.
Telling between 1080 and 4k will depend on different factors but I've definitely noticed the difference between on a bunch of films. Seeing better detail of texture and patterns on clothing, for example.
