It will fill your paddle board the majority of the way, to about 8 or so psi. Then getting it to 12-15 after that is pretty easy because the bulk of the volume is done

This one has no internal battery. It's powered by whatever you plug the cable into (wall charger, battery pack, car charger)
I was referring to the INTEX one that has an internal rechargeable battery (charge via USB C). I wanted to know if pump still runs if internal battery is drained and you plug it into a USB C power pack.

That one in your link is the one that he means has no internal battery. It will only work when plugged in. The ozark trail "one" from this deal has an internal battery. Since its not designed to run off the charger port (which is at 5v) its most likely going to need to charge before using. There is a different circuit used for charging vs powering the motor, and the ozark trail unit likely does not have both.
These are made redundant by micro and mini pumps all over amazon.
Agree - most people only need to fill a couple mattresses or pool floats at a time. One of those bright orange pocket-sized pumps will get the job done in half the space. You can top it off with a portable battery if you need it multiple days.
I'd go with the Intex Mini pump, it's currently $12.88 in my location, and can be recharged by USB-C.
-EDIT-
Just noticed it has no internal battery, requiring the use of a USB outlet. That's fine, but most of the time when you need this pump you don't want to be carrying around a power supply / pack, may as well go AC at that point.
