YMMV ! I saw this at my local Walmart in store with price tag posted as 3 cents. I went to check out, and it wouldn't Scan to my cart. store associate said they couldn't sell it to me ! their system said they could not sell to me even though it did show as 3 cents when they scanned it. maybe someone else will have better results than me.

3 cents is code for destroy as the manufacturer has basically either paid for them or can't be sold for some reason. I've heard rumors that stores literally just chuck them in the dumpster out back if that's your thing to dumpster dive. The trick is self checkout as sometimes you can buy it but the checker at the door will sometimes stop you and make you return it. They think you are doing theft thus why they do this and when you check out with an employee it will never go through. I've literally been stopped and have the threat of arrest before because they thought I was scamming them with probably about 500 bucks worth of stuff I got clearance for about 150. They claimed no one would ever sale the Logitech mouse for $10. I had like 3 of those to gift people. I also had like a soundbar for like $50. Other stuff also but they made me return everything and buy it all again in front of them. I never went back to that Walmart for the way I was treated.

I did try to do self checkout. That's when it wouldn't scan to my cart and I had to wait for a store associate to come over. Why would the store put the item on the shelf with a 3 cent price tag if it isn't sellable? That's what I asked the guy in charge at checkout and he just said he couldn't sell it because it may have been recalled (ya right) and walked away with it.

More like he kept it. Had a Walmart employee lie and steal my arcade1up heavily discounted for themselves before. Some people suck.

All retailers do this sort of thing. The more senior employees likely know that it is a marker in their system to pull the products. Sometimes they are field destroyed while other times they are shipped to a clearinghouse.

So it was an error that they put it on the shelf with the .03 tag.

A few years ago the prior batch of games that reached the three cent price stayed unblocked in the system. More recently the playing cards that were a free giveaway item with the game Skull And Bones actually did ring up three cents and were able to be purchased.
