Get your kids into swim lessons. These are like training wheels for bikes. Gives them a false sense of security and does nothing to train swimming

The arm floaties are pretty much the redundancy. If you've ever tried taking one of these off a child (wet or dry) you'd notice that slipping out of them is a small chance. Kids usually complain how much it hurts to put on and take off and I haven't met one who has been able to put one on and only saw one kid manage to take one off after a lot of effort. But those are anecdotes, so who knows. The buckle coming undone and slipping out of it before anybody notices is an even smaller chance.

Realistically, once you notice physical damage at the sewn points. So, where the shoulder straps are sewn to the body and where the buckle is sewn to the straps and straps sewn to the body. Or really any other tearing in the fabric.

As a general rule, rigid vests are expected to have a 10 year lifespan and you should check for damage every few uses.
