Are you referring any reviews? Unlike OLED displays, IPS or VA based displays with min-led backlight can sustain high brightness over 100% screen windows. As per the reviews, it can sustain SDR brightness just over 400-nits.

The mini-LED on this is more or less a gimmick as compared to the better mini-LEDs we see from other manufacturers.

Interesting product (for Dell). Calling the screen a gimmick is a bit harsh since based on the PC World review the screen is quite good. It's not unheard of for screens to be brighter in practice than what manufacturers state in their documentation. More reviews are needed.

The thing about this is the weight is a crazy 4.8lbs. That is way too high for a non-gaming laptop these days - especially at this price.

Keep in mind that their inspiron line are the cheapest that can be manufactured. All quality is substituted by price savings.

Inspiron is not a single series, it has multiple sub series under it, 3000, 5000 and 7000. The 7000 series are not chip at all, they have pretty good all metal build quality. May be you should check some reviews of the model rather than generalizing everything.
