For those that don't understand that the biggest selling point of this model is the fact that you can leave the extendable table top folded down and only use it when needed, I don't know what to say to you. You don't need to leave this chest in the middle of the room! š¤¦
I did replace the two static wheels with two swivel wheels and definitely think it's worth the cost to do that. I bought the appropriate size casters from Harbor Freight and they work just fine. (I believe I used their 4" Solid Polyurethane Swivel Caster sku#69847 which currently retail for $7 each).
I have this in my garage with a lot of tools in it. It's heavy, but still easy to move around (especially after replacing the fixed casters) and I pull it out and raise the extended top quite often when I need a work surface. This chest really saves a lot of space compared to having a tool chest AND a large work bench. Plus the fact that the extended table is normally folded down means I can't pile a bunch of crap on it! š
Here is a stock image of extended table in it's folded position. It's only about 2" deeper than their regular chest without the extended table.

The chest works just fine as designed. Did I feel like it was worth $15 to change out the fixes caster to swivel casters? Sure. Does the fact that it came with fixed casters make it a terrible product that is "unusable"? Absolutely not. The only thing you "proved" with your comments is that you are a small minded person.
If $15 is too much to spend for the extra convenience that all swivel casters provides, then don't swap them out. The chest works fine with the two fixed casters.

The wheels are there for placement of the box. Not regular movement.
So, it has to be on another stand on the back side of this cart.
It still means this thing needs to be in the middle of a room or with a short side to a wall.
