Yes it is as part of a home solar upgrade.

Thank you forbthe answer but I am curious whether it has to be a single unit that exceeds 3 kW or if it can be multiple units combined to exceed 3 kW.

Somehow I think they would not qualify it; however, there is nothing that I can fined that says it can't be a paired system....say if you put it on a transfer switch and use one to feed each phase? It would technically qualify under the 5695 instructions that state. "Qualified battery storage technology costs. Qualified battery
storage technology costs are costs for battery storage technology
that is installed in connection with your home located in the United
States and has a capacity of at least 3 kilowatt hours."

So if you had a subpannel or transfer switch maybe one in each leg that would be a system and no reason I could think of as to why it wouldn't qualify.

It would be best to talk to a tax professional, but in my experience they are not helpfull at all.

I think if the system were to be audited, the challenge is quantifying that the system is "installed" in connection with your home, especially given these units are "portable". The term qualified and installed in connection with your home can be interpreted as a more permanent and secure setup. I agree with novicewon - it would be recommended to talk to a tax professional.
