That's my understanding of how it works as well. iTunes does a good job of not having SD/HD/4K as separate purchase options, but then it becomes harder to tell which version you actually have.
EDIT: Looks like this user was wrong. Which is awesome. If you're going to be wrong about something this is the type of thing to be wrong about aha.
This has always been true if you buy outside of iTunes. They "typically" only upgrade if you buy from them. I say typically because there are cases where they will but it depends on licensing.

I just purchased via Amazon as HD and can confirm both Movies Anywhere and Apple TV say HD. There is no 4k upgrade on this purchase. Buyer beware.
I have Amazon Prime membership (Monthly renew) but I do not see the discount $5 price. Still shows $39.99. Anyone knows why? Or must it be annual membership? I did not have any issues before and I still have digital credit in my account.
(later edit. After purchase, it is only charge for $5 using digitial credit. Even the price still showing $39.99)

All 3 movies are viewable in Prime video, Fandango at home, Movies Anywhere and iTunes(HD)
