It actually is illegal in my state, I had $100 in walgreens rewards and redeemed them which is the only way I noticed it as tax was high. Told the manager he said it's store policy. I said store policy doesn't supercede state law. He didn't care. Made me so mad I contacted the state, that was a month ago no contact back yet. Imagine how much these companies have made from this policy?

I was under the impression that I was already signed up for their ExtraCare account, but apparently I wasn't. Went to go enroll and the website says, "we are experiencing technical issues". Thus, I've already spent more time than I should for this "deal". I guess I'll save $7.00 some other way as I've spent almost an hour of my time.

I am. When I try to enroll, it says I already am enrolled. The CVS app shows I am enrolled but the website doesn't. The coupon doesn't show up on the app at all.

If the coupon is a MFR coupon, which this probably is, then it is treated as cash and the state law (at least for us) is that tax applies on the "before coupon" price. If the coupon is a store coupon, then it is treated as a price cut and tax applies on the "after coupon" price.
Added the $7 coupon to my card and checked that it is "on card", but at checkout, it doesn't want to use that but rather a smaller discount and makes the total about $5. Typical CVS BS. Just like they consider 8pm as midnight when it comes to sales or coupons that expire that day..
