Even then, the RGB components would increase the cost dramatically.
These still are the best AIOs for performance within their price class even at MSRP. It's a minor but noticeable step up from the ARCTIC Liquid Freezer II line.
If you see someone complaining about the cooler being bad because the entire AMD CPU's IHS is not covered by the cooler, completely disregard their opinion. This is by design and does improve the performance over covering the entire IHS, however counter-intuitive it may feel. Or just kind of in general complaining about the performance, you can look up reviews of this AIO's performance.

I think your Hyper 212 is probably fine so I dont think you should even bother.
Redragon HL360 ARGB Liquid Cooling System [amazon.com]
Anything that can be cooled by even the best 240mm AIO will be perfectly fine on a $35 Passive Assassin or Sprint 120 cooler, that has fewer points of failure and is a simple fix if needed.
(Rule of thumb doesn't apply to mITX builds, do what you gotta do.)

I think your Hyper 212 is probably fine so I dont think you should even bother.
Also Hyper 212 is trash and you would likely get some better boost going to this AIO thought the CPU itself does not demand too much cooling.
Probably not for you, but yes the 5700x3d can be tweaked (overclocked) in combination with proper mobo and sufficient knowledge. Still won't need to much cooling.
