Looks like a 'servicable' PC for office purposes. Upgrade possibilities over time if needed, but spending $200 more for a unit with a larger NVME and a cheap GPU might yield a better value.
At least you have the possibility to drop in a minimal power PCIe 3x16 graphics card.
Very odd that HP would include a 1TB HDD instead of just boosting the NVME to 512GB?
At least 12GB of RAM gets you halfway to 16GB, but with an integrated GPU needing to use some of the RAM as VRAM it might be a strain for more graphically demanding apps or games.
If your office needs a new in box budget PC this would do, but don't expect very good performance with 12GB or RAM and a 1TB spinning mechanical hard drive.

What's an optical drive? Is that the new floppy disk?

Garbage pc IMO. This pc uses none standard motherboard and power supply. Has only 2 memory slots and single m.2 slot. Here's a pic of the board. Note lack of standard power connections too.

Called an "erica6" (https://support.hp.com/id-en/document/c07094657).
I would price out something from MC or newegg. Pay a bit more but get more upgrade flexibility.

I have seen 5600g computers selling locally for under 200, and many of those even have a GPU.

Yes

The model this thread is about can't even take a gpu, It only comes with a 180w power supply.

These should be much cheaper than this by now. Bad deal.

for $100 more this seem to be a potentially better config. More ram, newer cpu, more powerful PSU for future upgrades.

Makes sense but I wouldn't go near Intel 13th or 14th gen CPU , mobile or desktop for sometime until the dust settles.

More proprietary components. Minimal upgrade path.

isn't that relevant for the higher end models, not budget stuff like this?

On a quick look , I do not see specific CPU mentioned. But should you face an issue will be asked to reach out to OEM as per this link.
