Hello Bello (5% S&S discount): $.0197/wipe
Hello Bello (15% S&S discount): $.0177/wipe
Kirkland (no sale $20.99): $.0222/wipe
Kirkland (in store sale $16.99): $.0188/wipe
Kirkland wipes are 7.1 by 8" x 900 = 51,120 square inches per box. At $16.99 that's 3,009 square inches per dollar.
These are 6.7" by 7" x 720 = 33,768 square inches per box. At $12.75 (15% S&S) that's 2,649 square inches per dollar -- best case scenario.
Costco might win on area per dollar, though I question the value of this metric given it's difficult to use every square inch of a wipe once it's been soiled.
One item to add to your valid point (not using the full surface area of the wipe) these packs of wipes are physically smaller than the Kirkland packs (IMO, Kirkland are large) and great to throw in the diaper bag for on the go use

Lawsuit claims Costco sold baby wipes containing 'significant' levels of PFAS
These baby wipes contain unsafe levels of PFAS (per-and polyfluoroalkyl substances), the lawsuit alleges, and can result in harmful health outcomes, including cancer, increased cholesterol levels, and immune system effects, the Centers for Disease Control and Prevention noted
