Trade-in values are based not just on your trade, but also on what model you're buying. When trading an iPhone 12 / 13, you'll get the best trade value when buying a similar model of new Pixel. For example:
iPhone 12 / 13 Pro will get a $999 credit toward a Pixel 9 Pro (update: now $899 credit for 12 Pro)
iphone 13 Pro Max will get a
iPhone 12 Pro Max unfortunately does not receive extra bonus credit

Though a $100 Best Buy gift card is better for most people than a $100 Google Store credit, so that's a factor too.

Having said that, because the inflated TIV is equal to the price of the phone (for i12 -> P9 purchase), I suspect they will only refund the taxes based on the trade in value of the i12 which is $145, not full value including the added promotion amount.
This is the deal I am doing:
Bought S23+ off Amazon for $409, Bought iPhone 12 off Amazon for $205.
Trade in S23+ on Pixel 9 Pro XL, pay $100, get $200 GC
Trade in iPhone12, pay $0, get $100 GC
Plan to sell my old broken pixel 7 and pixel 7 pro.
$154 in tax though, hopefully that comes down at pickup with the trade-in.
