Approximately 2022. 14th gen processors dropped this year. 13th gen last year. Give or take.

The way to tell -- if you didn't know -- is to look at the digits right after the processor (in this case, i3). 12100 indicates 12th generation Intel i3 processor.
I got HP TP01-3003w Pavilion (i5-12400,12GB RAM 512GB SSD) at $185.33 after 20% off and tax from same Ebay seller last month. It is periodically back to stock https://www.ebay.com/itm/125933629578
This is a steal at this price. Despite being an i3, it outperforms i5-10400 and i7-9700.

At this price maybe buy. I have one and ehhh, light work can only be done.
You'll be better off getting a refurbished miniPc on Amazon.

Hi, could anyone comment on how this config compares to the Costco Lenovo Desktop for $399.99 (now expired). Primarily using for basic online browsing and videos. Would be ok with a refurb (Costco is new).

the costco one obviously has better specs, but for basic browsing/videos, the difference wouldn't be noticeable. the benefit of the costco one is since it has better specs, it'll stand the test of time better. and it looks like costco provides additional 1 year warranty after mfg warranty.

for basic browsing/streaming uses, i'd personally go with the ebay one, and if it breaks (desktop pcs don't break easily in my experience), i would just get another cheap one.

edit: I just saw hw0006's comment about a better specced one that goes on sale time to time. that might be worth the wait if you have the time. if urgent, i wouldn't sweat it too much.

This looks like a consumer grade miniPC? I would get a refurb HP ProDesk or Dell Optiplex micro over this. Optiplex would have much better firmware support in the future and generally more reliable than consumer grade.
