1) If you want "offline" capability (no hubs of any kind), then the Pico would have to be paired with a Lutron Switch.
2) You want Lutron app functionality. You need the Lutron hub. Then you'd add the Pico in the Lutron app and assign it to a Lutron Switch within the app.
3) You want access to Pico buttons outside of Lutron ecosystem. Also need the Lutron hub. You'd still have to add it to the Lutron app but it's not assign it to a Lutron Switch.
So in #3, with Home Assistant's integration with Lutron, you can assign the Pico switch to whatever devices within HA. My Picos control Audio (thru Sonos), zwave ceiling fan, Wifi Govee lights, along with Lutron switches. Best part of using it with HA, and if you're using the 5-button Pico, you'd have 13 physical commands (tap, double tap, and long press).
The Lutrons have really good responsiveness, great dimming levels, and transition from on to off much better than other smart lights I've used. I just put 2 of these in this week and will buy a couple more now.

I don't have pico's, but I do have two of these dimmers and they've worked flawlessly with Home Assistant. They work without issue when the internet is down and don't require always on internet connectivity. The spouse approval factor factor on these has been high (actually, for the room they're installed in, the house came with the 'dumb' version of these and I wasn't allowed to touch them until I had a solution as nice as the Diva's, so the week the smart version went up for sale I bought/installed them).
Not shown in this kit though is the hub that's needed and without that (to my knowledge), it's essentially no different than the 'dumb' version (pico works without the hub though), so it's not a complete kit if you're looking to get it added into your smart home.

By far, Lutron ones are the most reliable. Wifi switches need strong signal otherwise it's inconsistent. Zwave is great but I've noticed they're slowly breaking down after 4+ years of use (manual switch still works but it wont connect to hub). Also I've noticed they need to be "pinged" more often otherwise automations wont work. So I've been slowly replacing them with Lutron as they go.
Bonus points, you can use the Pico remote with Home Assistant to control whatever you want.

I've done this in the past - bought two sets like this, one functioned as a single pole siwtch and I used both the picos + the other switch to replace a 3-switch configuration. I've also just used the picos for other existing switches as well.
I haven't tested the new picos but the old ones were also pair-able with RadioRa systems as well.
