so it's likely the "40L" is comparable in size to a Jansport 21 liter pack.

TYR has been around for decades making swim equipment ranging from entry-level all the way to high-end.
One such example of the latter:

They are designed to expand to hold towels and stuff. So they do have the larger capacity, but they are surprisingly small when not fully loaded
