It can accept that and if you have a Type-C monitor supporting that much of Power output, you can have single cable operation

Overkill. No real advantage over a basic Intel box for half the price, since the games run in the cloud.

I'm looking at this desktop vs this one and my overall question, as I know next to nothing about computer specs, is whether this will be good for: (1) my son's school work (elementary) and (2) basic gopro editing. Would this computer be sufficient?

No gaming or anything else.

Should be decent for video editing as long as its 1080p or less in terms of video resolution. 4k res and you may need to get a 32gb (or buy an additional 16gb of ram for this machine) and possibly a better graphic card. Everything else you mentioned will work well on this machine.
