pretty sure it's because they're packaging is so damn horrible that they can't figure out how to do it... literally just wrap some bags around things and tape them up... GOOD TO GO!!!

that said, tools i got are nice, stuff was cheap... but i sure would've like some more shovels to add to my collection Wink
