For gaming? An upgrade. Especially at 1080/1440 resolutions. You should notice a significant uplift especially in your 1% lows.
For everything else, probably more of a sidegrade. If you have something that utilizes all 8 cores at once then a downgrade.
If you are a gamer on AM4 and itching for something better IMO it doesn't get any better than the 5800X3D (or 5700X3D). The 5800X3D is still in the top range of CPUs on the benchmark charts and its a super cheap upgrade from previous gen Ryzen. I don't think its worth it at this point to swap out your entire platform to go to AM5. Even the 9xxx series doesn't look terribly compelling.

Would this be an upgrade or sidegrade from a 5800x?

for 1080p right now, 6650 xt and for most newest games would be 6700xt
but that would be 1080 p with most sliders pushed to the max
there is a possibility with the new 8000 series that since focusing on highmid-lowmid range this generation that they could... theoretically produce a 6700xt replacement for around 200 i think
also... with the bubbles done and crypto basically not there it is also possible we may go back to previous series actually getting clearanced prices to get them liquidated but not sure

AliExpress has these for $135 before any coupons if you can wait 1.5 weeks. Mine just came in from a seller who has sold thousands. Completely legit CPU according to all ID programs (CPUZ, BIOS, Ryzen Master, Windows, Hardware Info, etc). Gaming benchmarks also match those posted online. Throw a $35 Phantom Spirit on it.
I have ryzen 3600 and rtx 3070. Not planning on upgrading my gpu since it's doing okay with medium to high settings on all games.
Do you think changing my cpu from ryzen 3600 to 5700x3d would be a good upgrade?
appreciate any valuable input

Yes, from a 3600 it's a sizeable and cheap upgrade if you don't want to move up to AM5 or Arrow Lake.

5800x3d is the same price as the 7800x3d now. Their inventory must be dwindling.
I got a 5700x3d on AliExpress for under $150 all-in.
