Sharing my experience with WD Refub from WD on eBay. Was a 4TB drive. Drive worked ok for about 16 months, then failed. Allstate (warranty) wanted to replace with 500GB drives as they were "of like kind, quality and price". Um no. I asked for a 4TB replacement as that is what I purchased. Went back and forth with them for about 4 months (yep months) and they eventually sent me a check (including a caution for me not to purchase a refurb drive again) for my eBay purchase price which was significantly less than what it would take to now replace. While I did get my money back, it was too hard of an experience and the warranty didn't mean anything when it comes to "replacement".
This is why you first run extensive tests on the drives using badblocks if you are a Linux user or Victoria, HDDScan, etc. if you are a Windows user.
I've been running several 10tb refurbished drives just like this one for years without any problems, you just never know if a drive is going to fail, being refurbished doesn't seem to be a major factor here.

What if you're a macOS user?

Use a live USB with Linux Mint on it without installing and run the badblocks command.

Really great price. I've bought about 8 various refurbed drives from them on ebay (8TB - 16TB), havent had any issues with them! Great price for another!

How is it that they run into such a large supply of 16tb drives that they need to refurbish them? Were these all deemed defective at one point?

It is unlikely "refurbished" external hard drives have had anything done to them. Replacing the outer shell and PC board perhaps, but there is nothing you can do to refurbish the actual drive that wouldn't cost a lot more than the drive itself.

I suspect these are returns which can't be sold for new. Some may have been genuinely defective, but more likely purchased by someone that didn't know how to install. Most likely, refurbished means they've tested good.

Amazing. This is about what I paid for an 8 gig drive a few years ago. I will say this their warranty support is bottom of the barrel. They send them to a plant on the Mexico border. I sent one in and they sent me the wrong drive back.

Should they be taxing off the full 203 dollar price?

I have not used the all state warranty since they bought out and changed the name from square trade, but under square trade things were fully resolved within 7 days at the max, so the whole 4 month thing does not sound right at all to me unless their service really got that bad after all state bought them out.

As for drives refurbished or not, all you can do is test them when you first get them, but outside of that they can still fail and after 16 months, lolol there is no predicting or test in the world which will fortell a failure that far in the future.

Overall a good price, luckily currently I dont need one.

I recently had to use the All State warranty on a TV purchase - the TV developed a vertical line on the screen after about 18 months. $300ish TV purchase.

They make the process a bit odd in that you need to file the claim online, then call in to talk to someone on the phone, then email them photos.. I assume that's to create some difficulty for older people to file a claim. Within 24 hours they approved the claim and send a link to select a new TV (both options were an upgrade to the original TV) and it arrived 2 days later. They said to either keep or dispose of the original TV.

The new TV shipped directly from BestBuy (the original TV and warranty were bought through WalMart). Looking at the prices, while the TV's were both an "upgrade" (5 inches larger, and built in smart TV -- my choices were Insignia FIRETV or a Pioneer TV), the cost of each were $200 and $250, so they seem to go with the cheapest comparable options to the TV purchased. There was no option for a repair or refund.

I don't know what their process is with hard drives though? I can't imagine these being worth repairing when something goes wrong.

I always assumed those allstate warranties were useless due to the low cost (or them being included free)
