This (so far) can be added again and again, you just have to login to paypal and add it back after each use.
Yes, it has a short run before it expires, but once expired, you can add it back to your account again.
Once you have activated one or more of these cash back options, it will show up on your dashboard page so you can reactivate it from there without having to load and scroll from the full list page.
You don't need to click through paypal to get these offers, you just need to pay with paypal, so you can use other cashback click-throughs to shop and "double dip" on the cash back offers.
Other offers come and go (BestBuy wasn't an option a couple weeks ago when I looked) so worth a scan every once in a while or before a specific big purchase.
Any charged transaction will "use up" your active offer on paypal, so if a retailer doesn't charge your paypal account the full amount immediately, then ships out two items separately and charges your paypal account separately for each shipment, you would need to reactivate that offer in paypal before that second shipment charges to get credit for it.
