900J surge protection (cheapest and very little protection) and no clamping voltages listed mean it is garbage

There should be, but there's so many Chinese companies flooding the site with lies and products that it's hard to nail everyone. This company Mifaso has no approved products listed at the UL website.

I'm very skeptical to buy any of these alphabet soup Chinese companys' electrical devices, but I feel like there's not much of an American company alternative that isn't three times the price.

Is there a measure preventing a listing saying UL certified if it is false?

what's so special about this one? amazon is flooded by similarly designed products for the same price.

Nope. For all you know it is just the power cable itself was UL certified. While the rest of the unit was never tested.

I have this exact same unit (bought Feb of 2023 -$11.99 then) and it's worked well for my primary purpose (travel). Only small issue I've had with it is with the built it USB-C port. Some USB-C cables won't fit snuggly (they randomly fall out). I've only noticed with some (others have worked just fine). And as one poster indicated here already, the USB-C isn't a fast charging port or anything like that. Other than that it's been a solid unit. Good for travel so I can have a multi-port surge protector that doesn't take up too much space in my luggage and/or wherever I place it in my room.

Safe engineering, quality components, and real safety testing through someone like UL is going to add cost. On a $10 device, three times the cost isn't terrible if you end up with a higher quality product. Obviously, we're not reading about houses burning down or phones getting fried by these things regularly, but you're rolling the dice and get to decide how much that risk is worth it to you.
