Just checked and the 990C is available for $665 [samsung.com] directly on Samsung's site if you qualify for one of their discounts. (Mine is employee pricing)

Employee pricing (ie - EPP / perks at work / etc), First Responder, Teacher, Student, Healthcare discounts all generally get that price.

The 990D is the same soundbar as 990C - but with HDMI 2.1 support so you can connect gaming consoles to the soundbar and still get 4K@120hz - but I fail to see why anyone would do that over just using E-ARC sound from the TV itself.

Because some TVs only have 1 or 2, 2.1 inputs which usually is the e-arc, so this gives you back one more 2.1 input.

There were some comments on a previous same deal thread which say they have been delivered a Canadian registered Q990D and Samsung USA would not cover the warranty for it.
