I don't know why cards can't tell you who to unlock before you submit, do they want to have to staff it for phone calls?

Yes you have to be a prime member. Other way of doing it is to create your own account and add youself into prime member's household. This way you will have your own separate account even if you move outside primary member's physical address and still have prime membership. That's how I have my account setup with my cousin. We split the membership.
