Note that the customer reviews on Amazon are misleading because most of them are actually for Tokaido. The actual reviews for Monumental are really low, but it seems that's mostly due to customer support and shipping issues.

Deckbuilding. I literally thought this was some sort of deck construction simulator. Like decks, like porches.

It's just a board game mechanic. Players usually start with a set deck of cards in the game but build on it over time.
