Each store/owner can choose to participate in the promotions. Or not, as well as do their own promotions. My Ace store commonly promotes their own coupons, in addition to the national coupons like these.
Co-ops are collectively owned, and aren't as restrictive as franchises, where the sole franchiser owns the concept, selects their franchisees according to the criteria they solely determine (finances, location/demographics), and has stricter rules the franchisee must follow.
