As an engineer, I would recommend ubderstanding how current works first, since it's easier to grasp how to measure it after. If you search for The Engineering Mindset on youtube they have some awesome videos on how DC/AC works, but also how to measure with a multimeter. They explain in layman terms and using nice computer rendered videos.

Ironically just realized I needed a new one last night. Went w this as it does everything I need and it's a Klein

If you don't need as many functions the Fluke 101 is good for about $50.

Uni-T meters are generally good for the price and quite a bit cheaper. The UT210e clamp meter is currently on sale at Amazon for just under $50. It's a clamp style meter vs the more common box type layout. The 210e (get the e version) is nice since it has a DC/AC clamp meter so you can measure current flow in a wire. It also can do voltage, resistance, capacitance etc. Despite the clamp meter shape it's a really nice meter.

I have two ultra-cheap ones I bought on ebay for like $6.00 shipped about three or four years ago, lol. Haven't ever used the one because the first one is still working fine, lol.
