Thumbs up this is an amazing deal.
At launch, the M2 12.9" 2TB Cellular model retailed for $2,399. Here in this deal it was just $1,039.20; that is a whopping over 56% off of its list price. (You'll be very hard-pressed to find a similarly spec'd M4 13" 2TB Cellular model for anywhere near that.)
Apple still has not come even close to unleashing the full power of its M2 chip on iPads (let alone even the M1 chip from the year before), so at this point, the latest M4 models do not really have a discernable use-advantage over the M2 or even M1. That could change with Apple Intelligence coming out soon, but, the 16 GB of RAM in the 1TB and 2TB models sold here will be able to handle that solidly.
The main drawback is the weight, as the 12.9" M2 is quite heavier than the 13" M4. But I'll mostly use it on a stand or elevated case anyway, so that won't really apply for me.
If anything, it's very much possible that a 1TB/2TB M2 with the upgraded 16 GB RAM will be better at handling things like Apple Intelligence than a 256GB M4 with only 8 GB of RAM.
I can guarantee your friend who bought the M4 didn't get a deal like this, and is partially saying what he's saying just to prop himself up and make him feel better about his own purchase. Value-wise, it's a no-contest here.

my buddy bought the m4 and called me an idiot for getting an iPad that's 2 years old already. I'm okay with the iPad I just didn't want to have regrets and wish I had the M4 instead is all. Thank you for your help!
Having more storage never hurts, provided it comes with a reasonable price tag. Whether she needs it or not is a different story. The decision is up to you.
In my experience, designers always appreciated a larger screen. I suggest comparing with 13" M4 iPad, not the 11" your buddy bought. You've mentioned that your buddy bought it from Apple education store.
From Apple education store:
13" M4 256GB (8GB RAM) WiFi is $1,199,
13" M4 512GB (8GB RAM) WiFi is $1,399,
13" M4 1TB (16GB RAM) WiFi is $1,799,
13" M4 2TB (16GB RAM) WiFi is $2,199.
Compare it with the one in this thread:
12.9" M2 2TB (16GB RAM) WiFi is $999.
Let's suppose all she needs is 256GB. For sure, M4 is more powerful than M2. Then you have to ask yourself if the performance difference is worth $200 price difference, even if you completely ignore the difference in storage size. Like the other person explained (he did a very good job), M2 is still mighty powerful.
What you've got is a great deal. Your buddy will think differently if he knew you got a 12.9" M2 2TB iPad for $999. It is the lowest price I've seen.
FYI: I am returning 12.9" M2 256GB iPads ($720 each) to Target because this one from Woot is a much better deal.

I'm going to stick with the one we're getting, but know I'm thinking of my tiny wife with a 13 in iPad but we'll see what happens! I don't get on this app much but I gotta say, you guys have been super awesome and helpful! Much love thanks again!
