The fact that better video cards are available does not make this become a bad deal. This is still a good deal for what you are getting, and is probably priced at what comparable parts would cost if bought retail. Sure, you could always pay more and get more, but for under $700, for an assembled computer, with a decent video card, it is a very good deal. Purchasing the same parts retail would cost about the same, and not everyone is capable or wanting to build their own computer. The people wanting to build their own computer aren't the ones considering this purchase.
basically, if someone has a $700 computer budget, yes, this is a good deal. If they have an $850 budget, then obviously they can buy better.
Plenty of people are gaming on 4060 cards, or lower. Plenty of people aren't gaming at all and would have no need for even a 4060. This is a good deal for the price.
If i was making an alternate proposal at the same $700 price it would be for a more recent generation of processor, with 32gb RAM, and either no graphics card, or even a cheap $100 card such as a 580/590 instead of an almost $300 4060. That would apply to anyone who isn't prioritizing modern gaming, or who can delay the graphics card purchase until more money can be spent.
