It'd do it (very slowly), but it's the wrong tool. Mower blades aren't supposed to be knife-sharp, they aren't particularly hard, and they are large. An ordinary file would be better. I use an angle grinder with flap wheel, which takes seconds.

This is something you put in a backpack or tool bag to do quick touchups on knives.

Can I use this for grinding concrete at a few corners (tiny areas) where I want to remove some stuck concrete to driveway

Only to make it knife sharp and if the lawn mower blade is simply dull like a knife would get. It's too slow at 750 grit to remove nicks and chunks missing from the blade, it'll take hours to reshape a blade edge to remove such.

What does this even mean? It's a legit pocket diamond stone for basically next to nothing at a big box hardware store.

You'll rip through the abrasive quickly doing that, literally tearing it off its backing. It's also 750 grit, would you use 600-800 grit sandpaper for this job? This little pocket thing is for knives and small tools.
