They're owned by the same company now, but Tire Rack includes 2 year road hazard, full replacement rather than pro-rated. I've used it 4 times and it's relatively painless. Discount Tire's free road hazard is pro-rated, or you can buy certificates for full replacement.

As it says:
"This warranty provides credit based upon remaining usable tread at the time of failure due to road hazard"
And.
"Credit is determined by multiplying the usable remaining tread by the price you paid for the tire net of all discounts received."
They give you a credit based on the sale price which means they sell you a replacement tire for the the full current price minus the percentage of life from the sale price. So even you get a nail in the sidewall the day after the sale ends, they don't replace the tire. They give you a sale price credit towards the new tire.
Likewise, they also seem to find a reason to have to replace all four. So the $80 credit you get for the tire with 40% of the tread left doesn't help much when they say they have replace all 4 for $1100.
