If you want to use better cameras that meet specs well, then Blue Iris on a PC is a good way to go. That way you can mix and match with Dahua OEM or Hikvision OEM cameras ( and others that meet specs .. some Reolink cameras may, though watch for the iFrame issues )
Search here on SDs and ipcamtalk, numerous issues.
In general, issues meeting specs, astroturfing by their marketing team, low price cameras ( good ) use low price components ( bad for low light image captures ), issues with iFrames, not all cameras can be used on non-Reolink video recording devices ( see stridhiryu's comment that follows ) ..

20 fps .. typically ok for most camera positions, 15 fps works well also.
Yes, if you want more chances to get a good image capture on a fast moving car you will need more fps. Normally I look to get a better camera than what is in this kit for that. ( this is why Blue Iris is nice, as you can mix and match camera OEMs .. that stated, Reolink has come out with many more models recently, and that should help some if you have a Reolink NVR to pick a better camera for license plate captures )
Normally, license plate reading requires some more thought on the setup, and a stronger lens ( more magnification ) for many of the setups where the camera is not close enough to the license plate. Also, license plate image capture in low light gets tricky ..
I know there is an impression that license plate reading from greater than 20 feet away should be easy, but normally that requires a camera model designed with a tighter FOV than what is typically included as the base camera for any kit sold.
