The lowest price history I can find for Royal is around $23. I own both versions of the game, and I didn't really find the additions to Royal to be worth that much more... it adds a new character who is largely inconsequential to the plot until you reach the DLC content (one more dungeon) at the very end of the game. It also adds a grappling hook feature to the dungeons, which can only be used in designated areas, and seemingly only exists to give you a few more treasure chests per dungeon.
$5 here will get you a complete 100-hour game, while Royal just tacks on another 15-20 hours to that.

If you are into the series it might not matter but if you are like me and just wanted a 3rd person game...perhaps watch a review or 2.

Then persona 5 royal released for other systems and included everything in the persona 5 royal ultimate. This was released for ps5 which makes the naming pretty confusing for ps users.

The story enhancements are, I think, very significant, and the added plot points really help conclude the game in a way that feels like it should have all along. So YMMV, but the difference between Royal and vanilla goes very far beyond just the extra hours. Which is not to say that vanilla is not worth playing on its own; it's a good thing my mother will never know how many hours I put into it.
