The toddler stormtroopers are primarily low-cost cannon fodder (even moreso than normal stormtroopers) so they equip them with a cheaper, simpler armor.

It is meant for a 3-4 year old. A lot of kids that age might not be comfortable with a full mask/helmet. Additionally, stormtrooper helmets are famously plagued with poor visibility, even in a costume version, so it's also a bit of a safety issue.
