to clarify a bit more, ignore the pricing. if you want a high-end home network, you should be looking at the Unifi line. if you're looking to become a local or regional ISP like a mini Verizon, look at UISP.

Good cost to performance ratios ($99 bucks for a managed router/switch)
Cons:
UISP isn't as intuitive of a management system as Unifi unless you are an integrator comfortable w/ console/command prompts.
The Non-Unifi roadmap is not well marketed & has niche use in a home or homelab.
Can this be turned into a switch, sure, it has ports and you can configure the ports to be a virtual switch. But it is not what it was designed for. While all ports are layer 3, it is meant to be managing the gateways downlink of each port and have visibility into the downlink gateways so you can assign proper bandwidth and be able to bill appropriate SLAs.
It's like grandma needs a car for grocery shopping, and you get her a F1 racer. Outside of the hilarity ensued and F1 go brrr, the main thing would be a F1 car is not easy to even start, twitchy control, single occupant only, horrible mpg, needs an engine rebuilt every 10 times grandma goes to Walmart, and no trunk space.
