unless you want to mess with the BIOS, I wouldn't get this for any modern card that uses PCIe 4.0
I bought a PCIe 3.0 riser accidentally for my 4070 and it caused major stuttering, freezing, and occasional black screens.

As long as your card uses all 16 lanes, which the 7900 XTX does, you most likely won't notice a difference. PCIe 3.0 has sufficient bandwidth to support even the RTX 4090.
