i've gotten low-cost streaming service year-long rates around this time of year for the last 2-3 years by alternating between my wife's and my accounts (with associated credit cards) as the streaming services try to acquire new and returning customers.

I cancelled 2 months ago.
Went in to my old (expired) account, dismissed all the retention offers and used the provided discount code to get the deal. Then went to my current student account to cancel. No problems.
I've set a reminder for 364 days from today to reverse the process if a new annual deal doesn't pop up before Black Friday. Sure, I've only saved $4 by toggling from my student plan, but that's money I can spend on something else now.

They evidently sold enough to KILL the annual $20 promo.
Hopefully it comes back? If not you're probably stuck getting 6 months at $1.99/month (which may also 'run out' at any moment without any warning).
Probably implied, but the month to month one no. If you can't with the annual plan, use an expired gift card / order a visa gift card online and make sure it has your $19.99+local tax on it. You'll pay like $2 more for activation, but better than getting charged for a full month after the fact as the card will be drained and can't be used again.
Also, I can't get the $19.99 one to work for me now, just the month to month.
Or the lazy way is set a reminder daily for a week, 10 days before. Never has failed me.

I really don't understand why'd they have an entirely separate deal days after this one was supposed to expire for probably the same cost. How much cheaper can they make it for BF? $0.99/month? Unlikely.
