After doing the $5 sub I didn't see the Skip to Gold under my rewards but it was located on my main page of the Play Store app. Here is a screenshot of what to look for if you can't find it: https://imgur.com/a/iPHD9kR

Once I skipped to gold, the 30% off coupon showed up under Perks when you look at your Play Points by clicking the blue point total on the top of the main page https://imgur.com/a/DKZNsyg

Like others said, you have to sign up for either play pass or the proper Google one membership. These can't be the trial memberships from what I've been reading. You then have to activate your play rewards gold status. Then it's just under your perks if it is offered to you.

Same with me - 2TB Google One Account and Silver Status without Google Play Pass. I was able to get the coupon under perks by simply subscribing to "Play pass" for $4.99. This made upgrade to "Gold" available - once upgraded, the 30% off showed up under perks right away.

once you upgrade to the $5 plan click PayPass and then on the top click offers and scroll all the way down just keep scrolling and it will say upgrade to gold

Didn't get anything for the play pass sub, but subscribing to Google One 2TB shows the 30% off promo being available in 3 days.

I somehow had $12 in my Google Play account, but I'm annoyed the $5 was wasted on play pass.
