That's insane.
The M2 will outperform the M4 ONLY IF you are running out of memory and paging, in which case the M4's performance is crippled because it's out of RAM to use for XYZ application.
In most normal scenarios (ie not in Photoshop with a 16 layer graphic) the M4 walks all over the M2, 16GB or 32GB.
Editing video in 16GB, the M4 will walk all over the M2; there are a few advances in the chip that bump the speed up quite a bit.

While you're right that in a business setting it's not the best (watch would my device anytime I walked up to it, which may not always be desirable in business), at home this is typically just fine. And fortunately this is easy to disable for work Mac and keep working on home Mac.
