They are constantly on sale because they are losing market share to On, Hoka, etc. And much of what they are doing is clearing inventory where they can. That's why you aren't seeing the restocking. Certainly the new CEO won't want to restock the clearance items.

But I bet Black Friday might see a better % off or cash back from whatever site you may use. I am holding off. They have 50 colors of Jordan's on the site, no rush.

It seems Nike this year has had some sort of sale more often than not this entire year. The problem is they don't seem to restock Mens sizes! You find a shoe on there site and go to add to cart it's out of stock in your size . This summer it happens atleast a dozen times! Nike if your reading this please restock size 11 !

Nike doesn't restock clearance items typically. They move on to a new model, then they put that on clearance. Rinse and repeat

They're called CLEARance items because they want to CLEAR it out of the store. Not because they want to restock it and have more of it...

that's because it's CLEARANCE, they're not making anymore of it. once they are gone it's gone, if they keep making it then it's not "clearance" anymore.
