That's really a pretty decent deal. The R5 5600 with that RTX 4060 is a capable combo. Tear through anything at 1080p and still do some 1440p. Cheap CPU upgrade path down the road to a 5700 X3D.

While I agree it's odd to have to install the GPU yourself, it shouldn't take more than 5 minutes. Open case, remove PCI slot cover, slot GPU, plug psu cable (if applicable), close case.

Reading/watching some of the reviews of pre-builts, the GPU is one of the items that gets damaged most in transit (or shakes loose, etc). I'm not surprised that they're having you just plug the thing in.
