They are measuring the total volume which is useless since an air fryer requires spacing for the air to flow through to warm and cook the food otherwise it takes a significant amount of time to be functional.
I always assume that the amount of usable space is 50-60% of the purported volume. So a 2qt air fryer would be able to handle 1-1.2 qt
This is a mini/compact air fryer and unless extremely limited on space/budget, you are much, much better off buying at least a 4qt version
