Agreed, especially if you're doing something like a budget AM4 build and are scrounging parts. If you're really a deal hunter and don't mind used where applicable, you can DIY one really, really cheaply nowadays.

I'm trying to google what you are talking about and not sure I am getting the right results. What is a "best build"? I love tinkering with PCs and haven't heard of this term before.
I have 2x8 3600. Would i notice speed difference with 3200?
Not much of a difference between 3200 and 3600. And, if you have an intel cpu, there is no difference at all. So the 32 gb is much better than the 16gb you currently have in most cases.

the lowest cas latency you can get for ddr4@3200 is about 14, probably a little over 10% better for stuff that cares about ram
